1.  In compliance with reference (b) and in accordance with reference (a), I hereby report my being relieved of Command of the USCGC VANCE (WDE-487) this date.

2.   In company with my relief, I have conducted a thorough inspection of the ship. The crew was exercised in the presence of my relief at General Quarters and general drills consisting of fire, collision, abandon ship, and man overboard,

3,  I consider that the enlisted personnel on board: complement of 125 men is just sufficient to barely keep the ship materially. I consider the on board complement of 6 officers is not sufficient to properly man this vessel. This unit is presently short 5 officers which will be decreased to 4 upon the arrival of the new commanding Officer. Two of these vacancies are engineering officers. To properly distribute the administrative work load as well as to have on board an adequate number of engineering duty officers; at least 3 more officers, one of whom is an engineering duty officer, should be immediately assigned. This will leave a vacancy of 1.

4.  A list of uncompleted alterations and necessary repairs has been shown to my relief and is on file.

5.  I have delivered to my relief all unexecuted orders, all regulations and orders in force and all pertinent official correspondence concerning the unit and personnel thereof. I have signed the ship's log, the engineering log and all other records and papers requiring my signature. I have forwarded fitness reports for all officers, I have delivered to my relief all documents required by these regulations to be kept by him along with the following:
  (a) The combination of the confidential locker.
  (b) The combination of all safes on board except the disbursing officers safe.
  (c) All Keys normally kept in the Captain's cabin as well as the magazine keys and magazine sprinkler testing wedges.
  (d) The ship's seal.
  (e) The two censor stamps.
  (f) Blank discharge certificates of all types.
  (g) All discharge buttons.
  (h) All blank bills of lading.
  (i) All good conduct medals and bars.
  (j) The sub-allotment for 1954.
  (k) No blank meal tickets or transportation requests on board.
  (1) All blank I. D. Cards.

6.  All registered and non-registered publications have been inventoried and accounted for in accordance with existing regulations end the transfer-of-command inventory report of all registered and non-registered publications charged to this unit has been executed with my relief and forwarded to the Commandant (OC).

7.  I have shown to the satisfaction of my relief as to the completeness of the record of public property and the date of the last inventory; as well as., that the required allowance of small arms on board and there, are no shortages. He accepts as of 31 August 1953, the amounts on hand, the reliability of the records., and verifies that no shortages exists.

8.  I have shown to the satisfaction of my relief as to the adequacy and completeness of the records of the exchange; and that it is in sound financial condition. He has executed signed certificates on 21 August 1953 financial statement; and he accepts full responsibility as of 31 August 1953, for the exchange and morale fund,

9.  The Itemized accounts of the following activities have been examined by my relief and their condition found to be satisfactory. He accepts as of 31 August 1953, the amounts on hand, the reliability of the records, and verifies that no shortages exists:

10. All known defects and pecularities have been pointed out to my relief.
